Consultation visit on digital technologies adoption strategies by agro SME's in China, Sri Lanka and Vietnam

In June 2025 the Asian Development Bank (ADB) launched a project titled “Promoting Digital Technology for Sustainable, Inclusive, and Resilient Agriculture in Asia” to provide technical assistance in China, Sri Lanka and Vietnam. The project will help to accelerate the use of digital technologies by smallholder farmers and small and medium enterprises (SMEs) throughout the agricultural value chain in these countries.

 

As part of this project, ADB commissioned HollandDoor to organize a tailored consultation study tour in the Netherlands from 16-23 November 2025, with the following objectives:

 

  • To provide delegates with insights from the Netherlands as a global leader in the adoption of digital technologies in agriculture;
  • To highlight the adoption of digital technologies in agriculture and rural transformation, focusing on policy development and implementation, promoting incentives and creating an enabling environment, through meetings with various stakeholders such as Dutch government bodies, leading firms, SME adopters and startup incubators.

The main aim of the consultation visit to the Netherlands was to understand how advanced technologies are developed and adopted in the sector. The insights gained will serve as input for a roadmap for the development of policies and integrated investment strategies, including public-private partnership models to scale up digital technology adoption, particularly among poor and marginalized farmers in China, Sri Lanka and Vietnam.

 

A total of 16 participants took part in the consultation visit, with four representatives from China, six from Sri Lanka, three from Vietnam and three from ADB. The week started with in-depth status-quo presentations on the three countries. These were followed by visits to various Dutch organizations and companies, and the programme concluded with the conversion of the three status-quo presentations into a draft roadmap strategy using the lessons learned from the various visits.

 

The participants expressed great appreciation for the consultation visit and returned home inspired and equipped with fresh ideas.
